RFID Fine Enforcement Begins August 31: How to Stay Penalty-Free

If you're planning to hit the road, make sure your RFID (Radio Frequency Identification) tag is in top shape. Starting 31 Aug 2024, motorists in the Philippines will face fines if they enter or exit expressways without a properly functioning RFID. This new regulation, enforced by the Toll Regulatory Board (TRB) in partnership with the Department of Transportation (DOTr) and the Land Transportation Office (LTO), aims to streamline traffic flow and ensure smoother travel on tollways.

What you need to know about the RFID fine enforcement

The move to penalise RFID-related offences is part of a broader effort to enforce cashless toll systems across the country. Initially driven by the DOTr's Department Order No. 2020-12 during the COVID-19 pandemic, the shift to contactless transactions was seen as a measure to reduce virus transmission. However, it has since evolved into a strategy to enhance traffic efficiency on expressways.

According to the TRB, the new fines are intended to "achieve a smoother and faster flow of traffic at the toll plazas, thereby saving time, money, and resources." Previously, motorists who caused traffic blockages at RFID lanes due to insufficient balance were merely issued a traffic violation ticket for “obstruction.” The new regulations aim to address this issue more effectively.

Penalties for non-compliance

Motorists caught without an RFID sticker at non-cash toll gates will face the following penalties:

  • First offence: ₱1,000

  • Second offence: ₱2,000

  • Subsequent offences: ₱5,000 per offence

If you have an RFID sticker but your balance is insufficient when you exit the tollway, the penalties are slightly lower but still significant:

  • First offence: ₱500

  • Second offence: ₱1,000

  • Subsequent offences: ₱2,500 per offence

The TRB has also made it clear that if a driver refuses to replace a faulty RFID sticker after being notified by the provider, their driver’s licence and vehicle will be placed on alarm until they comply with the replacement requirement.
