If you're planning a road trip up north soon, be prepared—higher toll fees along the North Luzon Expressway (NLEX) are now in effect as of 2 March 2025. The Toll Regulatory Board (TRB) has approved a two-stage toll fee increase, with the first hike already implemented and another set to follow in June 2025.

Whether you're heading for a quick weekend getaway or a long-haul journey to the central or northern provinces, here’s everything you need to know about the updated toll fees and how they’ll impact your travel budget.

The toll hike applies to both the open system and closed system of NLEX. If you're unfamiliar with these terms, here’s a quick refresher:
Open system: A fixed toll rate applies to vehicles travelling within a specific stretch of NLEX, covering areas from Balintawak to Marilao, Bulacan, including the Caloocan and Mindanao Avenue exits.
Closed system: The toll is based on the total distance travelled, such as from Metro Manila to Pampanga.
For the Open System (Balintawak to Marilao, Bulacan):
Class 1 (Regular cars, SUVs): ₱79 (up by ₱5 from the previous rate)
Class 2 (Buses, small trucks): ₱199 (up by ₱13)
Class 3 (Large trucks): ₱238 (up by ₱15)
For End-to-End Travel (Balintawak to Sta. Ines, Pampanga):
Class 1: ₱416 (up by ₱57)
Class 2: ₱1,039 (up by ₱142)
Class 3: ₱1,247 (up by ₱171)
These new rates will directly impact frequent travellers and cargo businesses, making it essential to factor in the additional costs when budgeting for your trips.

The latest adjustments stem from a 2022 petition that was not implemented in 2023. NLEX management and the TRB emphasise that these hikes are necessary to maintain road quality and service efficiency.
They also assure motorists that the increase will help fund major infrastructure projects aimed at reducing congestion and improving travel times, including:
The NLEX-C5 Link (2-km section), connecting NLEX Mindanao Toll Plaza to Quirino Highway in Novaliches.
The NLEX San Fernando to SCTEX Spur, extending access to Mabalacat, Pampanga.

Yes, unfortunately. The Toll Regulatory Board (TRB) has already confirmed that another round of toll fee adjustments will take effect in June 2025 as part of the second tranche of the increase.
Additionally, once the Candaba 3rd Viaduct is fully completed, motorists should expect an add-on toll fee. The new viaduct, which was partially opened in August 2024 and fully completed in December 2024, has provided a safer and more comfortable passage for travellers between Metro Manila and Northern Luzon. However, the TRB has clarified that while motorists have enjoyed using it for free since its partial opening, an additional toll fee will now be charged.

For frequent road trippers and those heading to destinations like Baguio, La Union, Pangasinan, Ilocos, and Bataan, these toll hikes may seem like an added expense. If you're driving from Manila to Pampanga, for instance, the increase might not be too noticeable. But for longer trips, costs can quickly add up, especially for families and groups travelling in convoys.
