With less than two weeks before the Manila ASEAN Summit event this November, Catalino Cuy, the existing ASEAN Committee on Security, Peace and Order, Emergency Preparedness and Response (CSPOEPR) chairperson and DILG officer-in-charge is seeking for the public’s understanding regarding the impending scheduled road closures and lockdowns among selected thoroughfares in the metro.
This traffic advisory was announced earlier so that the public could avoid being trapped on traffic jams on roads where ASEAN Summit convoys pass, according to Cuy.
Here is the list of roads and places affected by the lockdown schedules throughout the ASEAN Summit meeting.
A stop-and-go procedure will also be implemented in NLEX and EDSA every time an ASEAN convoy passes through these roads. Motorists are advised to avoid these two crucial highways if possible as an added measure, Cuy added.

Furthermore, there is also a strict policy on pedestrians and vehicles passing through roads during full lockdowns. Only pedestrians and vehicles with ASEAN IDs and stickers should be allowed entry during these times. On the other hand, the DILG said ASEAN routes are still open to pedestrians and ordinary vehicles provided they only use the secured areas designated to them.
Ultimately, Cuy asked Metro Manila’s as well as Central Luzon’s mayors to support the event by ordering the removal of unwanted street elements that could aggravate the traffic situation in their respective places during the event.
Earlier, President Rodrigo Duterte made a statement declaring 13-15 Nov 2017 special non-working days for Metro Manila, Pampanga and Bulacan in relation to the event.
