For international passengers flying to Mactan Cebu International Airport, you must first register via the Passenger Arrival Registration Form at least five days before your flight. Passengers arriving at Clark International Airport must do the same here for OFWs or here for non-OFWs and non-eligible foreigners.
PAL flights during the pandemic from Manila to abroad depart from NAIA Terminal 1. Exceptions include flights bound for the United States of America and Guam, which will depart from NAIA Terminal 2.
Meanwhile, flights coming from abroad arrive in NAIA Terminal 2. Exceptions apply to flights from Dubai, Riyadh, Dammam, and Doha, which will arrive at NAIA Terminal 1.
Passengers departing from NAIA, whether to travel locally or overseas, should also first fill out the Passenger Profile and Health Declaration as early as five days before their flight. Those travelling to the United States, Singapore, Canada, and Australia can fill out the same form only upon checking in at NAIA.
