The Philippines has slipped to the 75th spot in the 2025 Henley Passport Index, down two places from its 73rd rank last year. Filipino passport holders now have visa-free access to 67 destinations worldwide. This modest ranking underscores the country’s challenges in improving global mobility for its citizens.
The Henley Passport Index, a respected global ranking based on data from the International Air Transport Association (IATA), evaluates the visa-free access of 199 passports to 227 destinations. Countries earn one point for each destination their citizens can enter visa-free, with visa-on-arrival, or through an electronic travel authority. Destinations requiring a visa or pre-approved e-visa do not contribute points.
Singapore retained its position as the world’s most powerful passport, offering visa-free access to 195 destinations. This marks the city-state’s fifth time at the top, having previously held the title in 2019, 2021, 2022, and 2024. While Singapore dominates the Henley Passport Index, it ranks 14th on the openness index, allowing 164 nationalities to enter without a visa.
Japan, a former long-time leader, claimed second place with visa-free access to 193 destinations. The third spot is shared by Finland, France, Germany, Italy, South Korea, and Spain, each with access to 192 destinations.
Other notable rankings include Austria, Denmark, Ireland, Luxembourg, Netherlands, Norway, and Sweden in fourth place with 191 destinations. Belgium, New Zealand, Portugal, Switzerland, and the United Kingdom round out the top five with 190 destinations.
The Philippines’ drop to 75th reflects a need for stronger diplomatic ties and improved mobility for its citizens. Comparatively, neighboring ASEAN countries like Singapore continue to dominate, setting a benchmark for regional passport power.
The Henley Passport Index remains a trusted reference for global travelers, offering insights into visa-free travel opportunities and trends. For Filipino travelers, this year’s ranking is a reminder to remain informed about visa requirements and to make the most of the 67 accessible destinations.
